Rebuilt engine dyno break in - WOW

This picture creates as many questions as it answers!
The first motor (on the right) looks to have an UPDRAFT carb so it could be an AFKW motor.
As per the TM9-1802A rebuilt engines were run for about 2 hours at various RPMs and dyno loads.
So, these engines look like factory motors (oil filter, color) are they rebuilt (most likely?) or just out of the box to be put in service?
On the dyno the fans are removed.
